Under the system, all tournament teams must submit player availability reports before every game. The initial report must arrive by 9 p.m. local time the night before tipoff. Teams must also submit a final update two hours before the game begins.

Each report will classify players using three status labels. A player listed as Available has more than a 75 percent chance to play. 

A Questionable designation means the player has a 75 percent or lower chance to participate. Meanwhile, players listed as Out will not play in the game.

Players who do not appear on the report will automatically be considered Available. The NCAA will publish all reports publicly through NCAA.com. Moreover, a third-party data provider will help manage the system to ensure consistency across all participating teams.

Penalties for Violating the Reporting System

The NCAA has also introduced strict penalties for noncompliance. Schools that fail to submit accurate or timely reports could face fines of up to $10,000 for a first violation. A second violation can lead to fines of up to $25,000. 

Third and subsequent violations may increase penalties to as much as $30,000 for the school. Additionally, coaches may also face separate fines for repeated reporting failures.

Because this program is a test run, NCAA officials will closely monitor how teams follow the rules. They will also study whether the reporting process improves transparency during March Madness. 

If successful, the NCAA could extend the policy to future NCAAB tournaments or other championship events.
