The Mississippi House of Representatives passed House Bill 4074 (HB 4074), a historic step toward modernizing the state's gaming industry. This legislation aims to legalize mobile wagering across the Magnolia State.
Representative Casey Eure led the charge to bring US online sportsbooks to local bettors. The bill received overwhelming support with a final vote of 100-11. This move signals a major shift for Mississippi gambling regulations.
Understanding the Provisions of HB 4074
HB 4074, known as the Mississippi Mobile Sports Wagering Act, creates a legal framework for digital betting. Under this act, each licensed land-based casino can partner with one online platform.
These "skins" allow established operators to reach customers anywhere within state lines. Furthermore, the bill expands legal wagering to include online race books for horse racing.
To address economic concerns, the bill introduces a unique tax structure. Lawmakers want to prevent "cannibalization" of existing brick-and-mortar casinos. Therefore, the bill sets a 22% tax rate on all online sports betting revenue.
Simultaneously, it reduces the tax on retail casino revenue from 8% down to 6%. This reduction provides physical casinos with roughly $48 million in annual tax relief. Consequently, this balance protects local jobs while embracing new technology.
Why HB 4074 Was Passed
Lawmakers passed HB 4074 to capture revenue currently lost to offshore markets. Many Mississippi residents already use international sites to place bets. Additionally, neighbors like Louisiana and Tennessee already offer legal mobile options.
Mississippi officials want to keep those tax dollars within their own borders. By regulating the market, the state can also implement stronger consumer protections and age verification.
The Impact on the Mississippi Gambling Landscape
The implementation of HB 4074 will transform the financial outlook for the state. Representative Casey Eure projects that online betting will generate $100 million in annual tax revenue. Most of these funds are earmarked for the Mississippi Public Employees' Retirement System.
Specifically, the pension system would receive $50 million per year for a decade. This steady cash flow helps stabilize the state's long-term financial obligations. Moreover, the bill helps physical casinos remain competitive by lowering their operational tax burdens.
Next Steps for HB 4074
Despite the House victory, the bill now faces a challenging path in the Senate. It must first pass through the Senate Gaming Committee.
Chairman David Blount has expressed skepticism regarding mobile expansion in the past. If the committee approves it, the full Senate must then vote. Any further amendments would require the House to concur once more.
Finally, Governor Tate Reeves must sign the legislation for it to officially become law. Supporters remain hopeful that the strong House majority will influence Senate leaders.
