The New Jersey Senate advanced S3419, S2356, and S2362 as part of a broader responsible gambling initiative. Each bill targets a different area of the state's gambling industry, including sportsbook account restrictions, advertising standards, and self-exclusion procedures.

S3419 Focuses on Sportsbook Account Transparency

Senator Paul Moriarty introduced S3419 on February 9, 2026. The bill would require sports wagering operators to establish and publish rules regarding wagering account limitations.

Under the proposal, operators must clearly disclose the circumstances surrounding account restrictions, including reduced wager limits and other betting limitations. Sportsbooks would also need to provide written notifications whenever they limit a player's account.

The legislation specifically addresses growing concerns around sportsbooks restricting or "flagging" successful bettors who consistently generate profits. Critics have argued that some operators lower wager sizes or limit betting access to protect profit margins, often without clearly explaining those actions to customers.

If enacted, operators would need to display account limitation policies prominently within sportsbooks and on their online platforms. The requirements would also appear within account terms and conditions.

Supporters argue the measure would increase transparency across US online sportsbooks by forcing operators to openly explain how and why they restrict player accounts.

S2356 Targets Gambling Advertising Standards

Senators John McKeon and Renee Burgess introduced S2356 on January 13, 2026. The legislation focuses heavily on gambling advertising practices throughout New Jersey.

The bill would require the Division of Gaming Enforcement to study how advertising language affects gambling behaviour. Regulators would then develop updated standards for gambling promotions and marketing materials.

Additionally, the proposal seeks to restrict gambling advertisements near schools and college campuses. Lawmakers also want to limit sportsbook marketing in areas frequently accessed by younger audiences.

The measure reflects broader national scrutiny surrounding aggressive sportsbook advertising campaigns tied to US online casinos and mobile betting platforms. S2362 Expands Self-Exclusion Safeguards

Senator John McKeon also introduced S2362 on January 13, 2026. The proposal strengthens the state's self-exclusion programme for problem gamblers.

Under the bill, individuals seeking removal from self-exclusion lists must first watch educational and counselling videos about gambling risks. The materials would cover addiction risks, coping strategies, and support resources.

The legislation also permits third parties to petition for someone's exclusion under specific circumstances. Petitioners would need to demonstrate shared financial responsibility or evidence involving joint financial accounts.

Supporters believe the bill would strengthen consumer protections within the New Jersey gambling market while encouraging earlier intervention for vulnerable players.
