New York Pushes AB 10329 for Monthly Sports Betting Statements

industry

New York lawmakers are advancing Assembly Bill 10329 (AB 10329), a proposal aimed at increasing transparency in the Empire State's growing New York gambling market.

The bill would require all licensed US online sportsbooks operating in New York to provide monthly betting activity statements directly to their customers.

The initiative reflects growing attention on responsible gaming and consumer protection as online sports betting continues to expand.

What is AB 10329 All About?

AB 10329 was introduced by Assemblymember Rebecca Kassay and has been referred to the Assembly's Racing and Wagering Committee. The legislation seeks to ensure that online sports bettors receive consistent, detailed information about their wagering activity.

Under the bill, licensed operators would be required to send monthly account statements electronically to all bettors within 15 days of each calendar month's end.

These statements would include total funds deposited, total wagers placed, total wins and losses, net gain or loss, and the number of bets placed.

Additionally, statements would provide time spent betting, use of promotional credits or free bets, and access to lifetime wagering history. The statements also promote responsible gambling by disclosing New York's voluntary self-exclusion program and problem gambling resources.

Moreover, the New York State Gaming Commission requires operators to follow standardized formatting and clarity guidelines. This ensures statements are easy to read and consistent across all licensed platforms.

Supporters vs. Opponents of the Bill

Supporters argue that AB 10329 is a major step forward for consumer protection in New York gambling. They claim that providing regular, detailed statements will help bettors understand their activity and make informed decisions, encouraging responsible gaming habits.

Meanwhile, some industry trade groups and some major sportsbooks, have expressed concern over the mandatory 'push notification' delivery system. They argue that unsolicited alerts about losses could be intrusive or even counterproductive for some users.

Operators often resist standardized formats, fearing loss of brand voice or the disclosure of sensitive, proprietary profitability metrics.

By proactively delivering this data, AB 10329 shifts the burden of tracking from bettors to sportsbooks, ensuring full transparency. The bill sparks a debate about how much operational data the government should share publicly.

Next Steps for AB 10329 and Its Potential Impact

AB 10329 must first clear the Assembly committee and then pass a full vote in both legislative chambers. Afterward, the bill would require the Governor's signature before taking effect. If enacted, the law would likely take effect at the start of the year following passage.

The impact on New York gambling could be significant. Bettors would gain greater visibility into their wagering behavior, potentially promoting more responsible engagement with online sports betting.

Mandating standardized monthly statements for New York's online sportsbooks could establish a nationwide benchmark for gambling transparency. This move could influence similar regulations in other major online betting markets.

AB 10329 demonstrates New York's commitment to strengthening consumer protections while maintaining a robust legal framework for US online sportsbooks.

If passed, it could mark a new era of accountability and clarity in New York's dynamic gambling industry.
