Georgia lawmakers have once again blocked efforts to legalize sports betting, leaving the state without a regulated market for US online sportsbooks. House Resolution 450 (HR 450) failed in the state House with a 98-63 vote, well short of the two-thirds majority needed. 

This defeat marks another major setback for Georgia gambling advocates seeking to capture revenue from a booming sector.

HR 450: A Step Toward Legalized Online Sports Betting

HR 450 would have placed a constitutional amendment on the November 2026 ballot, allowing residents to vote on whether sports betting should be legal. If approved, the amendment would have enabled lawmakers to pass House Bill 686 (HB 686), the framework bill establishing the regulatory system for Georgia gambling.

The proposal envisioned 16 online sports betting licenses. Eight would automatically go to professional sports franchises, seven awarded through competitive bidding, and one reserved for the Georgia Lottery Corporation. 

Operators would pay $1 million annually for licenses, and revenue would be taxed at 27.5% of adjusted gross income. Proponents argued this system would generate millions for public education initiatives, including pre-kindergarten programs and the HOPE scholarship fund.

House Bill 686 and Key Proponents

HB 686 would have provided the foundation for Georgia's online sports betting market. The bill outlined detailed regulations for operators, including compliance requirements, responsible gambling measures, and tax remittance structures. 

Supporters included several Democratic and Republican legislators who highlighted the potential economic impact and educational funding benefits. However, veteran lawmaker Al Williams, co-sponsor of HR 450 and president-elect of the National Council of Legislators from Gaming States, shocked the industry by voting "no." 

Williams told reporters he felt lawmakers had forced him to "eat a plate of food" he hadn't helped cook. This was a metaphor for being pressured to approve a bill he didn't shape. His public opposition became the death blow, influencing several other legislators to reject the measure.

Supporters and Opponents of Legalization

Proponents of Georgia gambling legalization emphasized revenue growth and regulation of unlicensed operators. They argued that a legal framework would protect consumers and boost the state economy. 

Meanwhile, opponents cited gambling addiction risks and social impacts. They also criticize aspects of the bill, such as automatic licensing for professional sports teams. Williams' dramatic turn underscored procedural and political frustrations, turning momentum against HR 450.

Implications of HR 450's Failure

The failure to pass HR 450 effectively halts the state's online sports betting expansion until the 2028 ballot. This is due to Georgia's constitutional requirement that amendments appear only in even-numbered years. 

This means that even if voters approve a referendum in November 2028, a regulated market would likely not launch until 2029. The "three-year delay" adds to the bad news for advocates who hoped for near-term legalization.

Georgia remains one of the few U.S. states without regulated sports wagering. This latest development leaves US online sportsbooks outside the state's legal framework. Unless lawmakers pursue alternative strategies, the next realistic opportunity to legalize sports betting may not arrive for several legislative cycles.
