Recent Gambling News from the State of Rhode Island

Overview: Rhode Island Tribes and Their Role in State Betting

Rhode Island's relationship with tribal gaming differs from many other U.S. states. The state does not have operational tribal casinos or commercial tribal-run gambling enterprises, and no federally recognized tribe currently operates locally-licensed or regulated gaming establishments within the state's borders. 

The federally recognized Narragansett Tribe has a long history in the region but has not succeeded in establishing a gaming facility due to legal, regulatory, and constitutional constraints. Attempts to negotiate tribal gaming compacts have occurred over decades. 

However, Rhode Island's constitutional prohibition on non-state lottery and gaming operations and land-in-trust limitations have prevented a tribal casino from being realized.

Because of this context, tribal participation in the formal gambling market is not a current feature of Rhode Island's regulated betting industry. Instead, gaming operations like land-based casinos, sports wagering, and online gaming are managed through state statutes and contracts with private operators. These contracts are under the oversight of the Rhode Island Lottery. 

Rhode Islanders interested in tribal gaming experiences often travel to neighboring states with operational tribal casinos (e.g., Connecticut), where tribal gaming compacts are fully established.

Key Rhode Island Tribes and Their Operations

As mentioned, Rhode Island does not have tribes that operate gaming enterprises within the state. 

Historically, the Narragansett Tribe, a federally recognized and central to many regional cultural initiatives, has sought to enter the gaming market. However, they have been unable to secure approval for casino development due to state constitutional and legal limitations.

The lack of tribal gaming in Rhode Island is an important distinction from many other states. The Indian Gaming Regulatory Act (IGRA) allows tribes to operate casinos if approved by state or federal authorities and located on eligible tribal land. However, in Rhode Island, legal and jurisdictional realities around tribal land have presented barriers to this pathway. 

Because tribal gaming operations are absent, the focus for players and policymakers alike remains on the two licensed casino properties (operated privately) and state-sanctioned gaming options such as sports betting and lottery. 

This situation influences how gambling revenue is derived and distributed, limiting some tribal economic development opportunities tied to casino gaming.

Current Rhode Island Gambling Laws

Title 42, Chapter 61: State Lottery

This statute establishes the Division of State Lottery, its director, and its core powers. The State Lottery Act governs traditional lottery games (draw games, scratch tickets) and the creation and use of the State Lottery Fund. It sets prize fund limits and dictates how revenue is distributed to the state's General Fund.

Title 42, Chapter 61.2: Video Lottery Games, Table Games and Sports Wagering

This is the central chapter governing almost all commercial and digital gaming. It authorizes state-operated casino gaming (VLTs and table games) at the two licensed facilities, and most importantly, it contains the statutes authorizing:

§ 42-61.2-2.4: Sports Wagering

This section authorizes the state to conduct and control both retail and online sports wagering (mobile sports betting), hosted by the state's licensed gaming facilities.

§ 42-61.2-3.4 & § 42-61.2-17: iGaming Regulation

This statute governs the state's online casino operations (iGaming), including online slot games and online table games. This was legalized under SB 948 (2023) and explicitly authorizes a single-operator, state-monopoly system run through the Division of State Lottery and its contractor (Bally's Corporation).

Title 42, Chapter 61.3: State Gaming Enforcement

This statute defines and specifies penalties for various casino gaming crimes. This includes cheating, using cheating devices, and prohibited acts related to the operation of table games and video lottery terminals.

Title 11, Chapter 19: Gambling and Lotteries (Criminal)

This chapter defines most forms of illegal gambling in the state. Prohibitions include unauthorized lotteries, bookmaking (outside of the regulated state system), keeping gambling devices, and maintaining gambling places. Legalized activities under Title 42 are exempt from these criminal prohibitions.

Latest Rhode Island Legislative Updates

Senate Bill 3118 (SB 3118)

SB 3118 aims to end the state's current online sportsbook monopoly. The bill seeks to expanding the market by allowing between four and six licensed sportsbook vendors through a competitive bidding process.

To attract major national brands, the legislation would radically overhaul the current revenue-sharing model. SB 3118 proposes slashing the state's high tax share from 51% down to 12% once benchmark revenue targets are achieved.

If passed, the Rhode Island Lottery would be required to open applications to prospective operators by January 1, 2027, drastically reshaping consumer choice and regional competitiveness.

2025-S 0748Aaa / 2025-H 6048: Sports Betting Market Expansion

The Senate passed this bill in June 2025, but the House of Representatives did not take it up before the legislative session adjourned. The bill's goal was to end the current exclusive contract with IGT for sports betting services. 

It sought to prevent the State Lottery Division from renewing the existing contract after January 31, 2026, and would have allowed not less than three, but no more than five, new sports wagering vendors to be awarded contracts to increase competition. 

With this bill's failure to pass, the monopoly status for sports betting remains for now.

2025-S 1017A / 2025-H 6388: Virtual Gaming/Export Law

This new law allows Rhode Island's two commercial casino facilities to livestream virtual games to external jurisdictions (other states and countries) for the purpose of facilitating gambling where it is permitted. 

Its goal is to position Rhode Island as an industry leader and keep gaming-related jobs within the state by hosting games for outside markets.

2023-S 0948B / 2023-H 6348A: iGaming (Online Casino) Legalization

This legislation legalized online casino gaming in Rhode Island, making it the seventh U.S. state to do so. 

It created a state-run monopoly for iGaming, exclusively operated by the state's primary casino partner (Bally's Corporation). The law requires online table games to utilize a live dealer model.

2024-H 7572: Social Gaming Legalization

This bill was reintroduced in 2024, and seeks to exempt certain types of social gambling from state criminal prohibition. Specifically, it aims to legalize casual games like Super Bowl squares and NCAA tournament bracket pools in private residences, public taverns, and private clubs. 

However, its caveat is that no person other than the participants receives any proceeds (i.e., the house cannot take a cut).

Rhode Island Land-Based Sports Betting

Status: Legal

Land-based sports betting in Rhode Island is legal and regulated. The state authorized retail sportsbooks in 2018, making Rhode Island one of the early adopters of legalized sports wagering following the federal repeal of PASPA. 

Two in-person sportsbooks operate within the state's licensed casino properties, offering wagering on professional sports and selected events. Rhode Island law permits individuals 18 years or older to place bets at these retail locations. 

Sports betting activities and their rules, including wager types and requirements, are overseen by the Rhode Island Lottery Division. It also includes provisions for disclosures, responsible gaming practices, and redemption policies. 

Revenue from sports wagering is taxed and shared among the state and host facilities according to statutory terms, with a significant portion allocated to the state's general funds and payments to the municipalities hosting the casino venues.

Online sports betting is legal and regulated in Rhode Island. State law authorizes mobile and web-based wagering through Sportsbook Rhode Island. This is operated in partnership with contracted service providers under the Lottery Division's oversight. 

Initially, players were required to register in person at a casino, but remote registration became law in 2020, allowing bettors 18+ to open accounts from anywhere within state borders. All online wagers are deemed placed at approved facilities for constitutional compliance.
