Mississippi lawmakers have once again failed to expand mobile sports betting, as HB 4074 stalled in the Senate. The latest setback marks the third consecutive year that efforts to legalize statewide mobile wagering have fallen short.
Although the House pushed the bill forward with strong support, Senate leaders declined to act before a critical deadline. As a result, the future of US online sportsbooks in the state remains uncertain, while Mississippi gambling stays tied to its retail roots.
Why HB 4074 and HB 1581 Failed to Advance
The divide between the House and Senate continues to shape the outcome of mobile betting legislation. On one hand, the House approved HB 4074 with a clear majority, reinforcing its pro-expansion stance. Lawmakers argued that legal mobile betting would capture revenue currently lost to offshore platforms and nearby regulated markets.
However, the Senate once again refused to move forward. Notably, Senate Gaming Chairman David Blount played a central role in the decision not to advance the bill. His position has consistently influenced whether such measures receive consideration in the upper chamber.
This pattern mirrors previous years, where House-backed proposals failed to gain traction in the Senate. At the core of the impasse lies a philosophical disagreement.
The House wants to modernize Mississippi gambling by embracing digital wagering and competing with neighboring states like Louisiana and Tennessee, both of which already generate significant revenue from mobile betting.
In contrast, the Senate prioritizes protecting the state's casino-driven economy. Many senators believe mobile betting could reduce in-person visits to casinos, which remain key tourism drivers.
Additionally, smaller casino operators have raised concerns that US online sportsbooks would favor larger national brands, potentially squeezing out local businesses.
The History and Key Provisions of HB 4074 and HB 1581
Both HB 4074 and HB 1581 aimed to bring regulated mobile betting to Mississippi, but they served slightly different legislative purposes. HB 4074 functioned as the primary vehicle, outlining a full framework for legalization. It proposed allowing licensed casinos to partner with online operators, similar to models in other regulated states.
Moreover, the bill included a 22% tax rate on mobile betting revenue. It also proposed reducing retail sportsbook taxes to offset potential losses for casinos. Lawmakers expected the changes to generate significant annual revenue while modernizing the industry.
Meanwhile, HB 1581 operated more as a secondary or "shell" bill. Lawmakers often use such bills as backup vehicles to carry similar provisions if the primary bill stalls. In this case, HB 1581 supported the broader legalization effort but did not carry the same detailed framework as HB 4074.
Together, both measures reflected a coordinated push to expand mobile wagering and keep the state competitive.
Current Status of Mississippi Gambling
At present, sports betting in Mississippi remains limited to in-person wagering at licensed casinos. Bettors can use mobile apps only while physically on casino premises. This restriction places the state behind regional competitors that offer full online access.
Lawmakers have attempted to legalize mobile betting multiple times in recent years. Each attempt followed a similar path, with House approval and Senate resistance. Therefore, progress has stalled despite growing national adoption.
Looking ahead, the debate over US online sportsbooks will likely continue. Until both chambers align, Mississippi gambling will remain anchored to its traditional casino model.
