The Alcohol and Gaming Commission of Ontario (AGCO) has fined Betty Gaming C$120,000 after underage users created accounts on its platform.

The regulator announced the penalty on August 6, 2026. The case centers on weaknesses in Betty's age-verification and player eligibility controls.

Ontario requires online gambling operators to prevent anyone under 19 from accessing regulated gaming services. The incident therefore raised concerns about one of the market's most important player protections.

Betty Gaming was licensed to operate in Ontario in January 2023. The company discovered the vulnerability in November 2025 and reported it to the AGCO immediately.

Betty then closed the affected accounts and introduced additional safeguards. The company said these measures strengthened its player eligibility controls.

Why Did the AGCO Penalize Betty Gaming?

The AGCO penalized Betty after finding failures in its age-verification and player eligibility controls.

Specifically, a vulnerability allowed individuals under 19 to create accounts on Betty's platform. The weakness affected the controls used during the account creation process.

The failure meant some underage users could move beyond registration. Nine individuals created accounts, deposited money, and placed wagers.

Another 14 individuals created accounts but did not deposit funds. In total, 23 underage individuals managed to establish accounts before Betty identified the issue.

Betty discovered the vulnerability internally in November 2025. The operator then reported the issue to the AGCO and closed the affected accounts.

AGCO CEO and Registrar Dr. Karin Schnarr stressed the importance of preventing underage access.

"The legal age requirement is one of the most basic and important safeguards in Ontario's regulated gaming market,"

She added:

"Young people must not be able to create accounts, deposit money, or gamble online. Registered operators are responsible for making sure their systems work before those systems go live."

The comments underline the regulator's expectations for operators competing in Ontario gambling. Age verification must function before players can access regulated gaming services.

Betty Gaming Responds to the AGCO's Findings

Betty Gaming said it identified the vulnerability itself in November 2025. The operator also said it immediately reported the issue to the AGCO.

"In November 2025, we identified a vulnerability in our age-verification process that allowed some individuals under 19 to create an account. We reported it to the AGCO upon discovery and immediately closed the accounts. We have since implemented additional safeguards to strengthen our player eligibility controls and prevent such incidents."

The company also reaffirmed its commitment to Ontario's regulated market.

"Our team remains committed to working with the AGCO to ensure Ontario's regulated gaming market stays safe, and we will continue to invest in the systems and oversight needed to meet that responsibility," they added.

Betty accepted the AGCO's findings and the C$120,000 penalty. The operator did not appeal the decision within the available 15-day window.

The company's response highlights the importance of continuously testing compliance systems. Operators must also respond quickly when they identify vulnerabilities.

The enforcement also demonstrates how operators remain accountable after discovering compliance issues themselves. Self-reporting does not remove an operator's responsibility to maintain effective safeguards.

Lawmakers Continue Monitoring Ontario Gambling Operators

The Betty penalty shows that regulators continue monitoring operators across Ontario gambling.

The AGCO has issued several penalties involving different compliance failures in 2026. These actions reinforce the province's focus on player protection and responsible gaming.

For example, the AGCO fined FanDuel C$350,000 in January over regulatory compliance issues. The regulator also issued C$40,000 in penalties against Relax Gaming and Arrise in May.

These enforcement actions show that the AGCO continues holding registered operators accountable. The regulator's oversight covers both major brands and technology suppliers operating within Ontario's market.

Ontario Gambling Still Performing Well

Ontario's regulated market also continued producing strong financial results in June 2026. Regulated operators accepted C$9.46 billion in total wagers during the month.

Gross gaming revenue reached C$400.6 million, while active player accounts rose to 1.32 million. The June handle remained above C$9 billion for another month.

Online casinos remained the largest contributor to Ontario's market. They generated C$8.30 billion in wagers, representing 88% of the total handle.

Additionally, online casino revenue reached C$316.8 million during June. That figure represented 79% of the province's total gross gaming revenue and rose 30.4% year over year.

Those figures show the scale of Ontario's regulated market. They also increase the importance of maintaining effective safeguards as participation grows.

The province's regulators and lawmakers therefore face a continuing balancing act. Ontario wants a competitive market with strong consumer choice and sustained economic activity.

At the same time, operators must meet strict requirements designed to protect players. The Betty case demonstrates that age verification remains central to those responsibilities.

As Ontario's online gambling market develops, further regulatory scrutiny is likely. Operators will need to ensure their systems remain effective as technology and player numbers evolve.
